Is it really possible to get a report from one of the companies like click tracks and submit it to Google for refund?
Do Google refund?

Yes and yes. I have not personally done it but I have spoken to advertisers, SEM agencies, and representatives of Clicktracks and some of the Click Fraud companies that have.
