The minimum cost of your keywords are determined by several factors, which collectively are called the Quality Score (AdWords terminology).

A "Great" Quality Score is bestowed on keywords that are very relevent; may have a high clickthrough rate (CTR), relevant ad text, and a unique/relevant landing page.

Generally, as any one or more of these attributes decline in quality, your minimum bid will increase.

...also depends on the platform - minimums are not standard base dona keyword - each ad platform has it's own limits...
