how to increase rating of web site for search engines?

Rating? You mean... ranking? You mean get your site found higher in search results?
One thing... your html has a few errors. I see a couple head sections, with more than one page <title>. These errors could hurt your search engine positioning.
Explaining what your site offers on your page, for all to see might help. You should try working your meta keywords into sentences on your page. Search engine may be ignoring meta keyword tags. You have more text in your tag, than on your page.
Apartments and Houses for Rent in Los Angeles has massive amount of competition. Target a specific area of LA. Biting off a neighborhood or two may be easier to chew.
