Hi,
I'm new to this forum.I want to know regarding Tags:<no script > & <no follow> tags could be applicable for good seo???.
These techniques can get the good ranking position (otherwise) the site will be bann by the search engine??.

Hi strangerr - welcome. As with all elements those tags should be used in the manner they were intended to be used. When you talk about using any one element for the sole purpose of trying to increase rankings you are treading on shakey ground.
If you have something that will not display for folks on some browsers or that browse in certain ways - then you would use a <no script> tag to provide them with the information they otherwise cannot see.
If you don't want search engines to follow links you can make it so with various methods, but I don't see any real benefit in it myself. The links I create on websites are relevant and help to associate a site within it's community (something I believe to be a benefit, so search engines are most welcome to follow anything they like.)
