That bodes well for the talented SEO. I always thought that an "independent" (non PPC) listing nipping at the heels of the paid listings was more valuable. A nice fortified listing will always be there, as opposed to PPC listings, which disappear when you stop paying. It will be even better if PPC sites must disclose paid listings. The sites ranking high on their own merit will be all the more appealing to the surfer.
