If i were to begin a $100 PPC campaign, would i be competing against Dish Network themselves, if i use the following text in my google adwords ad:
(Dish Netowrk - $19.99 mo)

What determines the non-compete clause: the keywords you choose or the content in your ad?

$100 PPC is a bit too brief to give an accurate answer, is that $100 per day, month? what's your max CPC?

Google adwords calculates your positions based on your quality score, Click through ratio (CTR) and your max CPC (cost per click).

Your daily budget is the max you will spend in a day (nuff said) and the higher it is the more likely your ads will display all the time.
