I'm not sure if it's allowed to ask for specific SEO companies I can work with. It it's not--I apologize.
My question is are there any companies that will allow me to do the keyword research & write the copy but who can take care of directory submission, link popularity, reporting & handling a PPC campaign. I have already done extensive keyword research and I know how to write keyword rich copy. I'm finding that most SEO companies only offer all or nothing packages but when I can do some of it in house, I don't want to pay for the entire package. Suggestions would be appreciated. Thanks.

I was worried about that.
Where can I find answers to these questions then? Is there another message board or site that lists SEO companies and their services? This is very new to me and I am having trouble finding someone who can provide us with the specific services we are looking for.

You can find the answers right here.
Most all SEO companies will do as little or as much of the work that you're comfortable with doing. SEO companies either charge for recommendations or they charge to do the implementation as well as the recommendations.
If you go to an SEO firm and tell them what you will do and what you want them to do they will be accommodating--just make sure you spell out everything in writing so there is no question as to who handles what.

That's what I was thinking, but this is what a SEO co said when I asked if we could do some of the work: "The optimization and development fees covers all of this not just certain aspects, because it is the cumulative effort of all of the services that work to improve rankings. If there is content but it is not keyword rich or SEO friendly it wont be spidered as well."
I will keep looking then...

If they said that they're not willing to work with you and you need to look elsewhere.

Don't sweat responses liek that. Many companies want to do it all for their own reasons. You might be better of looking for a consultant, or smaller company - someone willing to do some of the work.
The bottom line will remain the same:
You will have to pay them for their efforts.
But, some companies use the fact that they are "doing everything" to try to justify their higher price.
Plenty of companies are willing to charge for time or individual services.
Just be sure to clearly explain what you want them to do - and reinforce that you only want them doing that, and you'll do the rest. When they're clear on what you want, pull the trigger.

What is an average price you might pay for site optimization including consultation session, keyword research, content/copy, META tags, submission to all the free directories and a few fee based directories, link popularity, and reporting.
I'm going over a quote from a company that is offering this and want to see if their quote is reasonable. Thanks.

It really depends--prices for SEO services vary widely, and generally "you get what you pay for". And even if you find two firms that quote you the same amount you will end up seeing differences in what they offer (some will charge extra for implementation, some will not charge for implementation).
It pays to get several quotes from different firms; also check references and look at their track record.

I was quoted 2,500 for all of the above. Plus the fee based link setup and monthly maintanence at $500 a month.
I'm really having trouble finding the right match. Can anyone recommend a website that lists SEO companies.

Honestly cfpa - you'll need to check references and talk to past clients to get the best picture. I'm sure you can find websites that list SEO companies, but be extremely careful - there are more than a few folks willing to take advantage of people.
The best possible path you can follow is to solicite some quotes, ask for references and actually call them - talk to the person who handled things for that website. if they're no longer there, request the SEO firm send you references where you can still speak with people - seriously.
It's too easy to get ripped off these days so doing 110% more research is easily worth the efforts in the long run.

That seems rather high, but it really depends on the site--we don't know your site (it's not in your profile) so it's hard to tell you whether that's a good deal or not a good deal.
The amount of work involved and the amount of maintenance involved would depend on the industry you're in.
