I am new to this forum guys and i would appreciate your help. I just started reading about SEO and i have this question in mind..
What do you think currently are the top characteristics of quality inbound link for Google ranking improvement?
Hope you can help me understand more 'bout this issue.

make sure all the pages are linked back to the homepage and making a site map helps too

And the link should be from a good quality related site or a relevant category in a quality directory.
Never, ever, reciprocate a directory link, and never reciprocate with any site that is not (a) related and (b) a site you'd happily recommend to your readers.
A few random tips:
Links from article farms are generally useless; links from blogs or forums aren't much help unless your site is a blog or forum and - unless it's a blog in the top 1% - not much value at any time.
Avoid paidlinks.
Don't get obsessive about the number of links. I have sites with a mere handful of incoming links, all from quality, related sites, which do MUCH, MUCH better than sites with literally hundreds of cr*p links.
Certainly for Google - and the others will follow - it's all about Quality, not Quantity.

inbound links are links from other websites to yours, and the characteristics of a quality inbound link would be that its from a topic related source,amd not banned in google and dont pay much attention to the pages google pagerank but its a good indication of how google thinks of that page.

Don't spend too long soliciting inbound links. Make sure your site has good quality content that others will want to link to.
That way you will build your inbound links organically and you shouldn't trip any spam filters.

keep in mind that quality and relevancy of the links matters most to SEs. When we say quality/relevant site, it doesn't necessarily mean that the link should be 100 the same as yours.
