1. be sure your tld is appropriate
2. Be sure your hosting is appropriate
3. Be sure your content is appropriate
4. Be sure your incoming links are appropriate
5. Be sure your outgoing links are appropriate
6. Be sure you feature local contact information - zip/post codes, telephone numbers, etc.
In other words, the site needs to be a local site for local people in any and every way. Because if you don't get it right, be sure your rivals will.
