    I am doing off page seo to a site, but ranking of the site up and down. How can I do its ranking static in search engine?

    I'm not 100% sure what you are asking, but it looks like you want to stop your site moving up and down in the search engine's results?

    That's not possible.

    The results include very site that's relevant to a particular query; and every site may be doing SEO, or closing down, or adding content ... or a million other things that alter their relevance to the query. Plus the SEs constantly change their methods, so sites can move up and down without doing a thing.

    Your position is relative to all the other sites, and so things can never be static - except for luck.
