I have been using Submit for several years through microsoft BCentral for submitting and optimization. Now BCentral doesn't offer submit through Their package deal. I really liked how it worked for opt keywords, meta tags and mass submission to the main search engines. So now what? Please recommend a good, solid program for business search engine optimization and submission that I can use from my desktop. It will be used for many websites. Thanks!

You do not need to submit sites to any reputable SE. Every site that has a link (or more) from listed sites will be found and indexed if appropriate.
Submission may cause the site to appear a little quicker in webmaster searches - but will NOT assist in normal searches (the serps). additionally, the sites appearance after submission may give you a false impression about the achievement; better to 'let it happen', as a failure to appear quickly will tell you that there's a problem: otherwise you'll be waiting for the site to 'fall out' before you realise.
If speed is an issue, (1) use Google webmaster tools and (2) set up an XML sitemap.
