Does anyone off-hand have a good list of free directories (high PR?/preferably not reciprocal) to submit your site to AND free article directories to submit an article to?

I looked at just three of the directories on that list, and all were cr*p - just as likely to hurt your site as to help it.
With directories, it's Quality that counts, not Quantity.
Anyone can assemble a list of 20,000 cr*p directories in a few minutes - much better to search for yourself, or use a list of Quality ones.
For a start, NEVER submit your site (if you care about it!), to a directory that seeks a reciprocal link.
That immediately wipes out a major risk presented by 85%+ of all 'directories'.
