Hi,
our website www.techtrend.org is already have page rank 3, at now we have
redesign the website, whether redesigning the website effects on page
rank and keyword position of an website we are doing SEO for this
website please anybody know about this issue reply to me

If redesign is strictly the graphics, don't worry. It text, meta tags and the navigation does not change, you should see no changes. However, if you change navigation from HTML to JavaScript or if you change the URLs, you will have issues to address. These can still be addressed so that your rankings would not be affected.

How much does Page rank really matter? I have heard that it has no bearing on actual search results.

Very little. It is one of over 200 factors used by Google in publishing the serp, and the version you see (the Green Bar), is always three months or more out of date.
It's serps, referrals and ROI that matter. Very rarely pr.
