While I seem to have made my own choice (though still using free versions of the tools I picked out) it's interesting what people find so useful in these two WebCEO and IBP. I've heard of them every so often but am still puzzled. Seems like too much buzz or am I wrong? Therefore my question isn't "What software do you use?" I'd rather ask "Why do you use it" and why did you make up your mind to get this or that?
As I'm a beginner, I'm looking at the ease of use, at how much I'd have to read on an issue before I start working and getting results. When looking for link partners for instance, I prefer more down-to-earth recommendations like "you have to do this and that, these links will be good because..." - and not the tables full of abbreviations that I'm finding in the most popular solutions...

SEO isn't straightforward, and you'll look in vain for guru with all the answers.
Much of SEO is dependent on interpreting SE behaviour, and making best guesses on future developments; the quality of those best guesses depends, as you can imagine, on the experience and intelligence of the guesser.
There are 'facts' which most SEOs would agree with; content is king, links count, but not so much as they did - and quality trumps quantity every time.
But once you get to defining what is meant by quality, it gets complicated.
One thing that almost all SEOs agree on, is that most software for SEO is cr*p, and where they have a value, the free ones mostly are far superior to the paid-for items.
Most will agree on xenu and Google webmaster tools, and everything has its fans ... but it's mostly spammers that use software for work that demands individual, human, attention. And it shows.
