SEO is an ongoing process but at what level can you say that you have made a mark

how long is a piece of string!? IMHO, SEO doesn't stop, just because your successful, should you stop marketing?
Also making a mark depends on your industry, are you ultra niche within an industry or are you going to take down the big boys in your industry?
getting X amount of visitors doesn't count for much, being bigger and better than your competitors counts for everything

Took me right around a year to start seeing traffic numbers increase on my main website. The tracked number was revenue, so when I saw that start to climb, I new what I was doing was right.
It can happen faster, and it can never happen.
In a really competitive niche? Might not matter how well optimized you are, if others are already established and rank well, it'll be hard to knock them off the perch.
The key remains to be viewed by your users as THE authority on the topic - that'll get links built for you, by them. Over time, you'll accrue enough quality links to be entrenched yourself.

With the exception of a very new site, traffic is a pretty poor measure; while it's quite easy to get people to visit a site, getting people who want to be there (targetted audience) is much harder - and getting people to convert is harder still.
Page rank has not been a good measure of a site's success for two or three years. Green bar obsession should NOT be confused with 'making a mark'.
