I believe that the solution to the perfect search engine is to base the search algorithm not on the quantity of links, because it’s easy to manipulate such a solution (i.e. Google bombs), but on a mixture of existing solutions and their enhancements (i.e. machine learning algorithms). I think Google’s solutions (other than PageRank) like the ability to handle phrases, synonyms, diacritics, spelling mistakes, recognise location etc are great and they could be implemented in the final solution. Companies like Yahoo (BOSS program), Hakia, Powerset and Cuil also implemented interesting data organisation ideas. Can they anyone create a better search engine than Google?

Another ingredient for the perfect solution should involve semantic web, but to what extent? Semantic web gives great results (i.e. Powerset, Hakia) and have a potential for further development, but in my opinion it is too much work for the effect. Is semantical search significantly better than text search?
maybe a new fresh solution?
The new solution should be based more on the quality than a quantity. But how to build a solution that would measure the importance of websites? I believe that we, the users should be able to personally rank each website we are interested in. The machines can help to sort the data according to our personal tastes. They could also find users with similar interests to ours to enhance search results.
Improvement of visual solution
Also we should be able to personalize the look of our search results, some people may prefer Google’s visual solution, others services like Powerset and Cuil. igoogle is so popular why can’t we then personalize the way search results are displayed?

How to make a more relevant and personal SERP? That's a deceptively complex question, which encapsulates many other difficult to answer questions.
Throw everything you've got at it, and the SERP will likely still not be absolutely 'correct', as the degree of correctness changes per user, per session depending on what the user is thinking at the time.
Is there room for improvement, yes. Working in this area should keep a lot of people employed for some time yet.
