As I am new to SEO.I have seen some SEO expert uses tools and some dont.so without using tools can site be at #1 ?

The tools are just that tools - not miracle grow lol 
OK, but seriously if you are talking about the google webmaster tools - they are very useful/helpful - but keep in mind the google tools are only a part of all you need for high ranking. SEO is much more involved then the use of tools.

to answer the question, yes, the right words and content in the right places and the right order in the right format can get you number ones. no tools needed

SEO tools are not important but it will helps to do work much faster(eg: mike marketing tool)
That tools are reduce our time to do the process.

eversince early times tools were made to make life easier fire,stone(throw at animals and use as handtool) :P,bow... seo tools make it easier for us to but in the end its the manual skill that counts

Xenu LinkSleuth
Firebug for Firefox
Live HTTP Headers for Firefox
HTML Validator for Firefox
Google WebmasterTools
Google Analytics
Yahoo SiteExplorer
Live WebmasterTools
Network Timeline (in Safari)
These mostly tell you technical things about the performance of the website.
Note: There are no PageRank checkers in the list

To learn everything you need a Mentor in what you are doing.
Some one who has knowledge about what you are doing,for example am a free Mentor in Network Marketing that how you will learn how,why,when to use those tools to success.
