Choosing meta descriptions for eclectic sites (In: General Search Engine Optimization)

I'm puzzled as to why the "Search Engine Spider Simulator" tool at http://searchengineworld.com/cgi-bin/sim_spider.cgi doesn't show the meta keywords that are coded into my site at http://totheweb.com/index.html I show the tag below. I've tried using the tool on a variety of sites that I know have keywords and I never see the Spider Simulator display them.

totheweb, I tried your site with our text view tool, http://www.keywordsuccess.com/web-page-text-distribution-analysis.asp, and got the same results.
On inspecting your source, I discovered why. You've used:
<META HTTP-EQUIV="Keywords"
<META HTTP-EQUIV="Description"
instead of:
<META name="Keywords"
<META name="Description"
in your meta tags. An easy mistake to make...

Thanks "KeywordSuccess" but that didn't fix what I am seeing at http://searchengineworld.com/cgi-bin/sim_spider.cgi when I enter my homepage www.totheweb.com/index.html
I made the change you recommended to all the pages on my site, but that Spider still does not display my keywords.
Accoding to http://www.htmlhelp.com/reference/wilbur/head/meta.html it is okay to specify keywords either way:

The META tag is used to convey meta-information about the document, but can also be used to specify headers for the document. You can use either HTTP-EQUIV or NAME to name the meta-information, but CONTENT must be used in both cases. By using HTTP-EQUIV, a server should use the name indicated as a header, with the specified CONTENT as its value. For example,
<META HTTP-EQUIV="Expires" CONTENT="Tue, 04 Dec 1993 21:29:02 GMT">
<META HTTP-EQUIV="Keywords" CONTENT="Nanotechnology, Biochemistry">
<META HTTP-EQUIV="Reply-to" CONTENT="dsr@w3.org (Dave Raggett)">
The server should include the following response headers when the document is requested:
Expires: Tue, 04 Dec 1993 21:29:02 GMT
Keywords: Nanotechnology, Biochemistry
Reply-to: dsr@w3.org (Dave Raggett)
