This one isn't a big deal... was hacked together real quick because I've often seen users of Google's International sites asking why their sites are not showing up when they request results from just their country.
Google doesn't base it on the extension, whois info or anything else like that. They base it on the physical location of the IP address the website is being hosted on. So, what that means is people hosting their sites outside of their country are not going to get their site in the results when requesting results for their country. I've seen UK users hosting on Lycos in Sweden (their results show up as being in Sweden), Israeli users hosting in the UK, and just about all countries hosting in the US.
Anyway, to make a long story short, this tool will tell you what country any website of IP address is physically located (at least as far as Google and the Internet are concerned).
