I don't use recip managers myself - what sort of features do you need and I'll take a look at whats out there.

arelis 4, Zeus, and Optilink are programs that are quite popular.

Optilink is not a reciprocal links manager script. Zeus is sort of one, but it doesn't manage reciprocal links, you still have do do it.
What I think namechangedtoprotecttheinnocent meant when they said a reciprocal links manager script is a cgi, php, or .asp script that will literally manage the whole entire process, start to finish, on your site. That's what I'm looking for, too. Here's what I would like in the ideal script:
* A form for people to fill out to request a link.
* The script will then check to see if there's already a reciprocal link on the person's site that's requesting the link.
* The script will add their link to your site automatically.
* The script will spider the links, at present intervals, to make sure that the links to your site still exist.

I use two of them. I use Arelis to collect and manage classification of links. Then I use LinkAutomate to post the links. Neither of these programs is free. However, in combination, these programs kick some serious buttlinks. They each do different things and the overlap is minimal. Their databases are indifferent formats, so you have to do a little work to be able to export from one and import into the other.
I wouldn't say that either is best and intend to write one myself, but until that gets done, these work just fine.
Also, each of these scripts is capable of spamming the world in an effort to get links. Just because a gun has a "selector" switch, that doesn't mean you'll hit anything with it set to full-auto. Send your email link invitations one-by-one, just like the softs recommend. Snipe each site you want to link to and before you know it, the thing will snowball on you and you'll have more links than you can keep up with.

yes, I also use linkautomate from http://www.linkautomate.com
It helps me save lots of time as it helps me to update link pages, check presence of reciprocal links and manage a link directory effectively. It receives link exchange request and determine if it is qualified for me. But of course, no script is perfect as it doesn't go out and find link partners for me. But many SEO experts here says it is no good to use software to find link partners.
Anyway, I believe script can automate some tasks but some tasks must handle manually.

On the contrary, this is a scam report.
Anyway, this maybe useful to those who choose a link exchange service/script.
LinksManager.com service is fraud.
I've used this service for more than a year and all was fine. Some issues on the interfaces and the functionality are ok - there is none online serices without.
But.
Recently I decided to drop the usage of the LinksManager.com. I just stopped the payments.
I just could not imagine that their administrators will use a SECURE ftp info to kill my links directory after they realized that I would not renew the subscription.
I could not even think about the possibility of loosing the PAID links pages due to the administrative scammer.
I've paid more than a year of my time and hundreds of dollars in subscriptions on this service.. Now what?! Nothing!
So..
If you want to save your time and money - run away from them. And as fast as you can

When you want a programm which will fit in with your website linkmachine is a good option. It's easy to install and it will even give you extra details like google pr and so on. Online I would recommend linkmarket.net or monsterlinkswap.
