I'm tying to find link partners that cannot only send me good PR, but also a high load of traffic. Is there any tool that can tell you around how popular a website is to evaluate this? I know alexa tries to do this, but it's terrible to be honest. Is this just impossible to do because it would require people to install something like alexa?

Yes, in a way. Not something that measures traffic but allows you to find popular link partners.
