Your best tool is time. Time and patience and a pot of coffee. To find relevant link partners, you've really got to look at sites that will add value to the site you're looking to link with. Once you find these sites, send an email and ask if you can trade links.
If you don't take this approach, you can still get links. They just won't be nearly as valuable to your site.

Although I appreciate your reply, its not quite what I was looking for.
I am looking for a software to help me in finding those relevant, that add value as you mentioned above.
I know some exist but would like to know who has tried or is using any of the.
Anyone?

I think you are looking for PR Prowler (http://www.prprowler.com). I was directed to this post by a friend, as it looks like PR Prowler is exactly what you're looking for.
And you wanted testimonials too? Check out the site...I didn't ask for those, they just came in after people used it. I'm not the only one that loves it

I've used Arelis now for about 8 months and I really like it. Especially the portability and reporting functions. When I switched computers this summery all I had to do was export all my data to an excel file and then import it on the other machine, it was seamless and easy. For that alone it is worth it! And you can't really beat the price for everything it does.

I use SEO Elite - [link] - and it's great. But I agree, time is the best tool you'll have in finding link partners. It's a greuling process, but it's worth it. Get a few PR4+ sites to link with you, and you're indexed in no time.
