What is the criteria and various factors we need to consider while developing a bid management tool.

You need to not do it because there are already 49 bid management tools out there, and no need for another one IMO.

There are many small to large bid management solutions out there, too many to name all. Some are very basic and some provide full enterprise solutions.
To name a few in no particular order of preference.
Go Toast/Atlas One Point
PPC-Pro from PPC management
Bid Maximizer from Apex Pacific
BidRank
PPCManagementConsulting
PPCBidTracker
If you are going to design new software, remember to include good reporting tools and click fraud tracking.

My company is thinking about creating our own tool and using Google and Yahoo's APIs to retrieve and manage the data. Is there anyone out there that knows of a good interface to model our tool after?
Are we better off buying an out of the box tool?
