Is there a way to prevent a cell from being collapsed when a user resizes his screen? I've set the cell width, but the cell on the right collapses it when the window is resized to be smaller.

How about inserting an invisible spacer gif somewhere with dimentions height="1" width="the width of your cell"

There may be other ways, but I use this technique.
