Does/can the site achieve its main purpose?
Navigation. Is it clear and easy to understand?
Appearance/Attractiveness
Is the Contact, Privacy and Legal information adequate in relation to main purpose of site?
Search engine marketing. Can the pages be reasonably well indexed by search engines?

Interesting site layout but I'm sorta at a loss to know what the site it trying to do/what it is for. Maybe it would help if I knew what NOIDA meant.
You have a broken link in the center of the page.
I have absolutely no idea what this piece of source code might mean but it looks more than a little strange. I put in a few spaces so it would wrap.
